AI, Policy, and Power

Abstract

This chapter examines AI governance using a lens of power. Drawing from the policy literature, it identifies and articulates a typology of AI actors involved in the AI policy process. Next, drawing from prominent theoretical frameworks of power, the chapter discusses how direct, indirect, and symbolic dimensions of power are manifesting among this network of actors. By synthesizing what scholarship in AI governance has suggested to-date regarding the hypothetical channels of power between these actors—and whether and how that power is exercised in practice—we identify key learnings and interrogate the gaps and neglected areas. This review helps to map the power balance (or imbalance) between actors in AI governance and suggests a way forward for research.
